The Civilians make up a wide majority of the city's population, filling in random jobs and, usually, living within the residential district. Civilians often end up caught in between the gang conflicts, and are at the mercy (or lack there of) of the government that reigns above them. Roles of Civilians are organized by District, and can be found below.

The shopping district is stocked full with traders and merchants trying to sell their wares, and during the day it's one of the most populated, active places within the city. A majority of the roles held here are those of smiths, artists, and more.- Shop Owner

FISHING DISTRICT
The fishing district holds the bay harbor, and is home to a majority of the boaters and sailors within the city.- Sailor

The Red Light district harbors many small-time crime syndicates, excluding the gangs, and a large amount of brothels and drug houses. - Prostitute

The residential district is just that. Save for orphans, students, and those who are unable to pay for their own homes, a majority of the city's population resides within this district.- Stable/kennel hand

As it's in the sky, the educational district is rarely accessed by those that aren't students. It is home to orphans, students, and their caretakers and teachers who look after them during their years in the sky.- Professor

The entertainment is home to gladiators, bards, actors, and more. Entertainers perform here, and audiences come to watch with awe in their eyes.- Actor

THE SLUMS
The slums are mostly found in the outermost edge of the city, rarely visited by anyone but those that belong. The homeless, beggars, and the like are all found here.- Beggar
THE OUTSKIRTS
The outskirts exist outside the city walls, mostly farmland and wilderness. A very rural area, there are few people, and those that are there serve the city as farmhands and laborers.- Logger/Lumberjack
